Maybe I’m due for a lens change - but I figure that’s Benny on the left and Henry on the flag. The ears look wrong for Ben and I didn’t think he ever had as much of a black mask as Henry.

I had not commented because I thought Benny was the live pug and Henry was on the flag. Now that has been confirmed it looks like Benny is mocking the flag as if to say “I am still the handsome one”. I personally don’t think one is more handsome than the other, but both are handsome in their own way.
